Honestly, if anything, instead of major paint manufacturing, there might be an industry for pigment gathering/selling.
Regarding blue pigment, ultramarine (which is from lapis lazuli) was the most highly prized and expensive pigment available, and IRL it was imported to Europe from Afghanistan. Maybe in this world the pigment can be from Essos (like, Qarth or something), and we can indicate some trade in Old Town. (sorry to hijack this thread)Definitely around Highgarden too I imagine.
In real life, the murex sea snail was used to create Tyrian/royal purple.Also don't the Braavosi use a type of sea slug to make the purple dyes they are so famed for? If I remember WoIaF mentions other pigments but I would have to look at the book again
