A stalacmite/Flowstone texture is on podzol and netherbrick wall.
A stalactite texture is on the cobweb, dark cobblestone full, fence and wall.

Stalactites are wholly different beasts and I think best added as a either cobbweb style block AND/OR possibly a smooth full block/ wall and fence.
