Would be like a horizontal falling water block, ctm too, possibly an animated texture

We used to have a randomized wave CTM on the water block in ocean biomes, but in some version update it just stopped working.

That would be one option though, but it might require some additional modding work to hook into the rendering process for water blocks (which is different from everything else).

Another option would be to have a thin horizontal block to go above water, possibly with some offset in the model so there's no air gap between the water and waves. Builders would have to place them manually then, but it'd allow more control. One issue is that this currently wouldn't work with Embeddium due to an issue with translucent blocks causing water to become transparent.
