Downloading client manually Q

Hello, I read a previous Q on here about issues logging in. The response was that we need to manually set up the client as the site suggests.

I've managed to complete steps 1-8 ok, but I'm struggling to get past here and I wondered if you could point me in the right direction! Step 9 says I should open the Minecraft java launcher and go to 'options' then 'resource packs'. I really cannot find this anywhere!? Can someone point it out for me?

I've pressed 'play' to actually begin the game but when I do I get a message saying that:
"Forge Mod Loader has found a problem with your Minecraft installation. You have mod sources that are duplicate within your system.
Mod Id: File name
horse_colours : horse_colours.jar
horse_colours : horse_colours-1.1.5-1.6.0.2.jar"​

My options are then to open the mods folder or to open latest.log

Any ideas what I should do here?

When I try to launch Minecraft normally and move the resource pack to the selected column and follow the remaining steps I then get a message saying:
"Failed to connect to server. This server has mods that require FML/Forge to be installed on the client. Contact your server admin for more details."
