I'm not entirely clear what the request is here tbh - is it just custom water blocks that each have a single fixed color rather than biome shading? One problem with this is that you wouldn't be able to get smooth transitions between colors like you can with biomes.
If the intended use case for purple-shaded palm leaves is to represent bougainvillea-like flower bushes, I'd rather create a custom texture that actually represents these.
What sort of use cases do yellow, orange, and brown leaves have outside of the northern biomes?
